The launch begins at 9am and speakers include Lord Taylor of Holbeach (parliamentary under secretary of state), Philip Sellwood (ceo, Energy Saving Trust), Dr Paula Owen (consultant and author of summary report), Nafees Meah (DECC head of science) and Chris Evans (consumer research associates).
