Global emissions of C02 stood at 32.3bn tonnes, unchanged from the year before.
IEA chief economist, Fatih Birol, said: “This me even more hope that humankind will be able to work together to combat climate change, the most important threat facing us today.
“(The figures) provide much needed momentum to negotiators preparing to forge a global climate deal in Paris in December. For the first time greenhouse gas emissions are decoupling from economic growth.”
Energy secretary, Ed Davey, added: “These figures show that green growth in achievable not just for Britain but for the world. However, we cannot be complacent – we need to dramatically cut emissions, not just stop their growth.”
